HS Chapter Duty Rate Lookup

Look up the official duty range for an HS chapter before you classify a product — the lowest and highest ad-valorem rate across every duty-bearing line in that chapter, how many lines enter duty free, and how many carry a specific or compound duty that cannot be expressed as a percentage. Ranges are published for 4 markets — United States, United Kingdom, Brazil and Japan — covering 96 of the 96 chapters in each schedule. A chapter range is a screening aid: duty is assessed line by line against the commodity code. Last reviewed 2026-09-19 by Helen Peng.

Pick a market and a two-digit HS chapter to see the screening range reduced from the official tariff schedule, with the schedule name, revision number and retrieval date behind it. A chapter range narrows the question; the rate for a shipment is assessed line by line against the commodity code.

Two digits, 01 to 97. Chapter 77 is reserved and not used.

Chapter 64 duty range

Ad-valorem screening range across the duty-bearing lines.

Chapter ranges only narrow the question. Duty is assessed on the commodity code of the actual product, so a classification is what turns this into a number you can rely on.

What does the whole schedule look like, chapter by chapter?

Every chapter in both schedules, with the same figures the lookup above returns. Chapters where most lines are specific or compound duties show a narrow percentage range and a high count in the last column — that combination means a percentage alone will not describe the chapter.

United States — 96 chapters, 11,439 duty-bearing lines

How do you read a chapter range?

A chapter is a product group, not a tariff line. Chapter 64, for example, covers all footwear, and inside it sit separate codes for waterproof footwear, sports footwear with a metal toe cap, leather uppers and textile uppers — each with its own rate. What this tool publishes is the span those rates occupy in the official schedule, plus how many of the chapter's lines enter free.

Read the range as a screening result with three outcomes. If the highest rate in the chapter is zero, the whole product group enters duty free in that market. If the span is narrow — one or two points — the chapter is close to a flat rate and your classification has little effect on duty. If the span is wide, the classification is where the money is, and it is worth confirming before you commit to a price.

Why not publish a single rate per chapter?

Because it would be an invented number. An average across a chapter matches no line in the schedule, and an average is exactly the kind of figure that gets quoted back at a supplier or a customer as if it were the tariff. Government schedules publish rates per commodity code; a chapter average is our number, not theirs, so we publish the range and the counts instead.

What do the duty-free and specific-duty counts tell you?

The duty-free count tells you how likely a zero rate is inside the chapter — useful for screening whether a product group is protected at all. The specific and compound count tells you how many lines are charged per kilogram, per unit or as a percentage plus a fixed amount. Those lines cannot be turned into a percentage without the weight or unit count of the actual shipment, so they are counted but never folded into the range. A chapter with a high count there is one where a percentage will understate or overstate the real charge.

Where do the figures come from?

Directly from the official schedules, not from a freight forwarder's summary. United States: USITC Harmonized Tariff Schedule, 2026 HTS Revision 19 (hts.usitc.gov REST API), using the general (column 1) rate, i.e. mfn/base rate for most-favoured-nation imports. United Kingdom: UK Global Tariff via trade-tariff.service.gov.uk API v2 (third country duty, measure type 103), using the third country duty (erga omnes / mfn) under the uk global tariff. Brazil: Brazilian Common External Tariff (TEC), Anexo I, Resolução Gecex (gov.br/mdic). * Atualizado até Resolução Gecex nº 812, de 28 de outubro de 2025, using the tec (%) — the non-preferential common external tariff rate, brazil's applied most-favoured-nation position. Japan: Japan Customs, Japan's Tariff Schedule (Statistical Code for Import), as of 8 August 2026 (customs.go.jp) — the site states the schedule is for reference only and not for official use, using the min(general, temporary) per the schedule's own rule for third-country imports, capped at the wto bound where that cell carries a single determinate percentage. Each market states the revision read and the date it was retrieved, and every figure on this page is generated from the same snapshot the API and the MCP server return.

How do you use this with the landed cost calculator?

Screen the chapter here first to see whether the product group is duty-free, lightly dutied or heavily protected. Then take the figure to the landed cost calculator and enter the rate for your actual commodity code — or ask us to confirm the classification and we will quote against it. Preference under a free-trade agreement reduces duty but not import tax, which the calculator also shows.

Chapter ranges were last reviewed on 2026-09-19 by Helen Peng. They are a screening aid derived from the official schedule, and they are not a rate you can declare: the destination customs authority assesses duty on the commodity code of the actual product.

Can you query this from your own tools?

Yes. The same figures are published as read-only JSON and through the MCP server, so an assistant or an internal system can look up a chapter without visiting this page. All three render from one builder, which is why a chapter cannot return one number here and a different number there.

Questions about this lookup

The same questions the page answers for answer engines, shown here so you can read them.

Can I use a chapter rate to calculate my duty?

No. Duty is assessed per commodity code, not per chapter, so a chapter figure is a screening aid and not a rate you can declare. Chapter 64 in the United States schedule spans 0% to 48% across its 147 duty-bearing lines. Use the range to see whether a product group is duty-free, low-duty or heavily protected, then confirm the line rate against the commodity code.

Why is a chapter shown as a range instead of one rate?

Because a chapter contains hundreds of separately rated lines. Publishing one average would be an invented number: it matches no line in the schedule and would be quoted back as if it were the tariff. The range, the duty-free count and the specific-duty count describe the chapter honestly without pretending to be a rate.

What are the specific and compound duties that are counted but not shown as a percentage?

Some lines are charged per kilogram, per litre, per unit or as a percentage plus a fixed amount rather than as a straight percentage. Those cannot be expressed as an ad-valorem rate without a weight or a unit count from the actual shipment, so they are counted separately and deliberately left out of the percentage range. How common they are depends entirely on the schedule: United States has 1,437 such lines, and United Kingdom has 1,740 such lines, and Brazil has 0 such lines, and Japan has 381 such lines. A chapter with many of them is one where a percentage alone will mislead you, and one with none is fully described by its range.

How current is the schedule, and where does it come from?

The figures are reduced directly from the official schedules. Each market states the schedule revision that was read and the date it was retrieved, so a figure can always be traced back to the release it came from.

Can I query this data from my own tools?

Yes. The same figures are served by a read-only JSON endpoint at /api/tools/hs-duty and by the MCP server at https://hofreight.com/mcp as the hs_duty tool. Every surface renders from one builder, so a chapter cannot return different numbers on the page and in the API.
